Supporting National Laboratory Strategic Plan
Executive Summary
In collaboration with FIND and the Directorate of Public Health Governance, Ministry of Health of Indonesia, Reconstra provided comprehensive technical support to strengthen the national Public Health Laboratory (Labkesmas) system. The project leveraged Reconstra’s expertise in research, system assessment, policy development, planning, and workforce strengthening to enhance laboratory governance, performance, and alignment with national health priorities.
A central component was support for the Joint External Review (JER) of public health laboratories, including coordination of review processes, facilitation of field assessments, engagement of national and international experts, and synthesis of evidence-based recommendations to inform system improvements.
The project also emphasized capacity and workforce development through Training of Trainers (ToT), leadership and management training, facilitator orientation, and knowledge-sharing on laboratory-based surveillance. In parallel, Reconstra contributed to the development of key national policy instruments, including the National Strategic Plan for Public Health Laboratories, laboratory standards, performance indicators, verification tools, and ministerial regulations.
Overall, the project demonstrates Reconstra’s institutional capacity to deliver integrated public health initiatives, combining applied research, technical assistance, policy support, and training, to strengthen national laboratory systems and support sustainable public health outcomes.
