Stunting Data Study: Efforts to Integrate Unified Data on Children Under Five at the Village Level in 2023

Executive Summary

This study was undertaken to strengthen the implementation of the “One Data” (Satu Data) approach for stunting reduction by improving the integration and synchronization of data on target populations—particularly children under five and pregnancy woman —at the village level. The project aimed to comprehensively map end-to-end data business processes across key information systems, including e-PPGBM, ASIK, e-HDW, Family Data Collection (PK), and civil registration (Adminduk), and to identify overlaps, inconsistencies, and inefficiencies in the production and utilization of stunting-related data.

Implemented from July to August 2023 in collaboration with BAPPENAS and relevant ministries, the study was technically led by Reconstra as the consultant team. Reconstra designed the overall methodological framework and executed both quantitative and qualitative components of the assessment. This included extracting and harmonizing individual-level datasets (by name, by address), conducting deterministic and probabilistic record linkage to detect duplication, and applying capture–recapture analysis to estimate underreporting and data gaps. In parallel, Reconstra facilitated national-level consultations with system owners and conducted field visits in selected districts to examine data governance practices, reporting flows, and operational challenges.

The project seeks to advance harmonized data standards, improve interoperability across systems, and support consensus-based data governance at the village level. Its expected impact includes reduced data redundancy, more accurate target population estimates, strengthened cross-sector coordination, and more reliable evidence for planning, monitoring, and evaluating stunting reduction programs.
