Rapid Assessment on Surveillance Gaps and Strengthening Opportunities for Zoonotic Diseases with Pandemic Potential

Executive Summary

This project addresses critical gaps in Indonesia’s zoonotic disease surveillance system, particularly for avian influenza and other diseases with pandemic potential. Although Indonesia has established multiple surveillance platforms and regulatory frameworks, the system continues to face challenges related to fragmented data systems, limited interoperability, delayed laboratory confirmation, and uneven coordination across sectors. These constraints reduce the country’s ability to detect and respond rapidly to emerging zoonotic threats.

The objective of the project is to identify surveillance gaps and develop practical, evidence-based recommendations to strengthen early warning, detection, reporting, and response capacities. Through desk reviews, national and subnational key informant interviews, and field assessments in high-risk areas such as Bogor and Kabupaten Tangerang, the project aims to support a more integrated, efficient, and resilient surveillance system aligned with One Health and global preparedness standards.

As the key implementing partner, Reconstra leads the design, data collection, stakeholder engagement, analysis, and development of strategic recommendations. Working closely with EpiC GHS Indonesia, government institutions, and relevant technical stakeholders, Reconstra ensures that findings are actionable and tailored to Indonesia’s operational context.

The expected impact includes stronger multisectoral coordination, improved workforce capacity, better use of routine health data, enhanced laboratory readiness, and faster outbreak detection and response. The project was implemented through a rapid assessment process culminating in the submission of the final deliverables in April 2026, with recommendations structured into short-term, medium-term, and long-term implementation horizons.
