Executive Summary

The Indonesia Health Financing Analysis Project is a strategic initiative designed to support ongoing reforms of Indonesia’s national health insurance system, Jaminan Kesehatan Nasional (JKN). Supported by World Bank, the reform agenda focuses on strengthening provider payment systems and subnational financing arrangements to address rapidly rising healthcare costs while advancing value-based care—ensuring better access, improved quality, and affordable services for all Indonesians. In April 2025, an interministerial taskforce was established to develop a global budget payment model, with draft recommendations targeted for August 2025.

The objective of this project is to deliver urgent, high-quality data analytics that will inform pragmatic and politically feasible health financing reforms. The project aims to analyze hospital expenditure trends, simulate policy options, identify underserved and remote facilities requiring tailored funding mechanisms, and design fair allocation formulas for national hospital budgets. It also seeks to strengthen oversight and budgeting capacity at provincial and district levels.

As the key implementing partner, Reconstra plays a central role in conducting this project by leading technical analysis, translating complex datasets into policy recommendations, coordinating stakeholder engagement, and ensuring decision-makers receive actionable evidence on time. Reconstra’s expertise will be essential in shaping a sustainable financing model for Indonesia’s health sector.

The expected impact includes improved efficiency in healthcare spending, stronger financial protection for citizens, better service delivery, and more equitable funding for hospitals across regions. Key collaborators include World Bank, Ministry of Health of the Republic of Indonesia, interministerial taskforce members, and regional governments.
