Literacy Study of Priority Health Programs for FY 2025

Executive Summary

Indonesia continues to face persistent public health challenges driven by limited health literacy, unequal access to credible information, and behavioural gaps that hinder effective disease prevention and healthy decision-making. In response, the Government of Indonesia has developed a national Health Literacy Standard and initiated provincial-level assessments to generate accurate, representative, and actionable data. This project—focused on Sumatera Province—aims to support the implementation of the Health Literacy Survey to strengthen evidence-based health promotion and inform future policy directions.

The objective of the project is to assess the ability of adults to access, understand, evaluate, and use health information across various domains. The project seeks to produce a Health Literacy Index for the province, identify priority gaps, and provide strategic recommendations for targeted interventions. By generating robust data, the project is expected to enhance provincial planning, support preventive health efforts, and contribute to national goals for improving population literacy.

This initiative is implemented through close collaboration with the Ministry of Health, provincial health offices, and academic partners, with Reconstra serving as the key implementing agency responsible for survey execution, field coordination, and data analysis. The project timeline covers instrument preparation, training, data collection, and reporting throughout the 2024–2025 implementation period.
