Development of BPJS Health Sample Data for 2025
Executive Summary
BPJS Kesehatan Sample Data is a curated dataset that represents the utilization of services under Indonesia’s National Health Insurance Program (JKN) by participants nationwide. The dataset is designed to promote research, innovation, and evidence-based policymaking, while safeguarding personal data through rigorous de-identification and masking processes.
Reconstra serves as a technical advisory partner, providing consultation to BPJS Kesehatan in preparing, standardizing, and expanding the BPJS Kesehatan Sample Data to support safe, responsible, and sustainable use.
The data are organized into two main bases—membership and services (primary care/FKTP, referral care/FKRTL, and non-capitation)—and are accompanied by weighting to ensure national representativeness. Available thematic modules include general service utilization, Diabetes Mellitus, Tuberculosis, Maternal and Child Health, and Mental Health.
Development Timeline
-2019–2020: Regular JKN data (membership and services).
-2020: Addition of contextual sample data for Tuberculosis and Diabetes Mellitus.
-Subsequent periods: Enrichment with Maternal and Child Health and Mental Health modules.
-End of 2025: Launch of COVID-19 sample data.
The BPJS Kesehatan Sample Data are used for health and financing research, evaluation of service quality and access, program planning, and evidence-based policy formulation. Through increased data openness—supported by Reconstra—BPJS Kesehatan fosters collaboration and more informed decision-making to strengthen the sustainability of Indonesia’s health system.
