Formulation of Policy Recommendations Regarding Strategies to Improve the Accuracy of National Immunization Program Targets through Target Data Harmonization

Executive Summary

Indonesia continues to strengthen its national immunization programme as part of broader efforts to reduce preventable diseases and improve child health outcomes. However, challenges related to data accuracy, recording practices, and frontline worker capacity remain significant barriers to reliable immunization coverage reporting. To address these gaps, the Ministry of Health and UNICEF initiated a project to assess and improve the accuracy of immunization data across selected districts in Yogyakarta through a systematic, evidence-based approach.

The objective of the project is to evaluate the quality of immunization records, identify discrepancies between reported and actual coverage, and analyze the factors that influence data accuracy at facility level. The project also aims to provide actionable recommendations for improving recording, reporting, and supervisory practices. Ultimately, the work is expected to support stronger immunization data systems, more reliable coverage estimates, and better-targeted interventions for children.

The study was implemented collaboratively with the Ministry of Health, provincial and district health offices, and health facilities, with Reconstra serving as the key implementing agency responsible for data collection, field coordination, and analysis. The project was conducted in multiple phases—including tool development, field assessment, validation, and synthesis—between 2024 and early 2025. The findings will inform future policy adjustments and capacity-building initiatives to enhance immunization data quality nationwide.
