Development of a Comprehensive Proposal under the Global Fund COVID-19 Response Mechanism (C19RM)

Executive Summary

In response to Indonesia’s strategic priority to strengthen national health security and pandemic preparedness, the Ministry of Health initiated the development of a comprehensive proposal under the Global Fund COVID-19 Response Mechanism (C19RM). This initiative aimed to enhance integrated surveillance and health quarantine systems across national and subnational levels, enabling early detection, rapid response, and effective mitigation of emerging infectious disease threats.

Reconstra served as the lead consultant and key technical partner, providing strategic and technical leadership throughout the proposal development process from February to September 2023. Commissioned by the Ministry of Health and coordinated with national stakeholders and the Global Fund Country Coordinating Mechanism (CCM), Reconstra led the design of a robust, evidence-based framework covering community-based surveillance, laboratory-based surveillance, sentinel surveillance, surveillance at points of entry, and emerging infectious disease monitoring.

Reconstra applied a rigorous technical approach, including epidemiological analysis, stakeholder consultations, and alignment with International Health Regulations (IHR) and national surveillance priorities. Through close collaboration with the Ministry of Health, surveillance directorates, laboratories, and cross-sector partners, Reconstra ensured that the proposal reflected national priorities and global standards.

The resulting proposal established a scalable roadmap to strengthen surveillance capacity, improve early warning systems, enhance laboratory readiness, and support data-driven decision-making. Reconstra’s technical leadership directly contributed to positioning Indonesia to secure international funding and reinforcing the country’s long-term preparedness to manage future public health emergencies with resilience, efficiency, and strategic coordination.
